Kim Richmond came to the Family Resource Center after 15 years of working at the Oswego Hospital, showing compassion for others. Since 1990, Kim & her husband have volunteered their time sharing God's love with others around the world through short and long term mission work. They have taught Nationals in various countries including in the U.S. on Marriage & the Family, Spiritual Warfare, Prayer, & Hearing the Voice of God, to name a few. Together, they have also served on leadership teams both domestically and internationally as well as associate pastors from time to time.
Kim has a desire in her heart to impact those in her community who are in a dark place and felt the Lord was calling her to minister to those who may be seeking a better quality of life. She is looking forward to assisting families in need by spreading the light of the Gospel of Jesus Christ while at FRC. Kim has been happily married for 45 years, with two wonderful children and six lovely, energetic grandchildren.

Probably like many of you the state wide lock down had a rippling affect to each one of us. Here at FRC one of those ripples was downsizing our staff.
As our volunteers slowly returned (after safeguards were in place sanctioned by the CDC) one of our staff members returned too, but this time as a volunteer. Our volunteer coordinator, Vera was able to relate to her how much we needed her. So, Carol came in faithfully volunteering one day a week and more if needed to help us out!!! What a big heart she has for FRC!
Well we are pleased to announce with our growing number of clients being seen now, it gives us an increased need for more staff. With that being said the FRC Board voted to re-hire Carol VanGorder as our Client Service Director. Yay!!! (Can you tell I am excited?)
We are thrilled! Carol brings a very high-level skill of expertise in our scheduling software program that we use, is a fantastic team player, engages beautifully with our clients and over all is an extremely thorough worker. She shines here like a bright star and she makes us shine too!

Steffanie was hired to bring awareness to the community through social media and media marketing. She brings with her creative ideas, a fresh perspective, and helps to bridge the generational gap that often accompanies media presence.
Steffanie has a heart to serve her community, and aims to assist others in any way she can. Steffanie is thankful for the opportunity to utilize her skills to better promote FRC and serve at an organization that promotes Kingdom purposes.

Debora Standish was raised in New Castle, PA. In 1974 she moved to Lima, NY to work at Elim Bible Institute.
She married in 1976 and moved to Ogdensburg, NY. In 1977 she ended up moving to Oswego, NY to work in Elim Church. She joined the Oswego Reformed Presbyterian Church in 1990.
Debora is a Deaconess, Treasurer, and secretary at the RPC. In the late fall of 2015, she became the Bookkeeper for the FRC.

Carmella Smith is the director of prevention programs at the FRC and is currently presenting the Realtalk program to eighth grade students at the Oswego and Mexico middle schools. Realtalk is an abstinence-based, sexual risk avoidance program aimed at educating teens about the risks associated with sexual activity.
Carmella has been working with the center since 2012 and in October of 2015 she debuted the Realtalk for Parents program aimed at educating parents on the importance of sexual education at home. This program teaches parents how to communicate with their kids about sex at each stage of sexual development and equips them with practical resources to aid them in their education.

Previous: licensed marine engineer on American flagged vessels. Project Manager for GE in Power Systems group. 25+ years as ordained Deacon. 20+ years experience with QuickBooks.

RN for 30 years-employed at Oswego County Health Department and Prenatal Care Assistance Program, and a Nurse Practitioner for two years employed by Dr. Ignacio Geriatric specialist.
On the Board since March 2020, Lori Lybrook is a retired Registered Nurse who has 40 years experience including Family Medicine/OB/child health. She is a volunteer with Samaritan’s Purse US Disaster Relief as a member of the Site Leadership Team. She has served with Samaritan’s Purse World Medical Mission and is a crisis trained Chaplain with the Billy Graham Evangelistic Association.
Theresa Carbone is a retired RN, having worked over 40 plus years in various fields of medicine; twenty plus years as an OB/GYN nurse. Theresa is from Utica, NY and has lived in Oswego since 2011. She has been happily married for 57 y ears and has been blessed with two children and two wonderful grandchildren. She is a member of Elim Grace Church.
Her volunteer experience includes six plus years with Pregnancy Care Center as a per counselor both in Utica and Oswego. She was a volunteer for Hospice for 7 years, has worked in a woman’s shelter and a children’s home. She and her husband have gone on short-term missions’ trips to Argentina, Nicaragua, and Guatemala. She and her daughter were volunteers for a short-term mission trip to Macon, Georgia assisting in building a Christian children’s home.
Theresa has recently been approved to be a board member of the Family Resource Center and looks forward to contributing to it’s growth.
Dr Glenn Thibault
Dr. Thibault is the Medical Director for the Pregnancy Care Center. He is a Family Physician with Connextcare in Pulaski, NY. In addition to providing full service family practice, he practices Adolescent Medicine and is the Director of the Connextcare Drug Addiction Treatment Program. Having a heart for reaching young people for Christ, he was previously a counselor for many years at a Christian summer camp for youth and also previously a short term missionary to Haiti and currently has a ministry of distributing Recovery Bibles to young people recovering from addiction.
